The NCCS must be easy to startup and shutdown and it must be easy to
check to see whether it is running.
It must be possible to do so from a single login point.
Startup must be completed in a short time (maximum 5 minute with
1 minute being desirable)
A log must be kept of all startups, shutdowns, crashes.
It must be posible for an authorised non-expert to startup, shutdown and
check that the system is running.
