Starting, Stopping and Checking

The NCCS must be easy to startup and shutdown and it must be easy to check to see whether it is running. It must be possible to do so from a single login point. Startup must be completed in a short time (maximum 5 minute with 1 minute being desirable) A log must be kept of all startups, shutdowns, crashes. It must be posible for an authorised non-expert to startup, shutdown and check that the system is running.
